As a JD student at McGeorge, Shiners clerked for Member Wilma Liebman at the National Labor Relations Board in Washington, D.C., at the Agricultural Labor Relations Board in Sacramento, and in the Sacramento office of Weinberg, Roger & Rosenfeld, a union-side law firm.
