Wendy M. Soe-McKeeman has over 13 years of experience working in state government and the private sector with a focus on health policy and law. She brings a broad range of skills and expertise in public administration, strategic business implementation, regulatory affairs and compliance.

Ms. Soe-McKeeman began her state service career in 2010 working on health care reform efforts spurred on by the Affordable Care Act.  After leaving state service, she took on leadership roles at the California Association of Health Plans. She currently serves as state compliance officer for a behavioral health organization.

Ms. Soe-McKeeman is also a licensed attorney and practiced health care law, providing counsel to payor clients. Ms. Soe-McKeeman’s expertise includes health policy, public administration, health law, and legislative analysis.

She obtained her J.D. from the University of the Pacific, McGeorge School of Law. In addition to her law degree, Wendy holds dual Bachelor of Arts degrees in Global Studies and History from UCLA and a Master’s degree in Public Administration from the University of Southern California.
